Andrew brought with him to Petersburg his own reform proposals, which he submitted for review. Andrew, who never rejoined the army, gets a cold reception in Petersburg. Nonetheless, Andrew’s written proposals will be sent to the Committee on Army Regulations for review, and Andrew is made a member of that same committee.
